Developing a renewable energy project in Spain involves a sequence of authorisations that may overlap in time but have critical dependencies on each other. The order and the deadlines determine the project's viability.

The MITECO milestones: 5, 8 and 10
Milestones are progress accreditations that the developer must submit to the grid operator to keep access and connection permits valid. Missing one results in automatic lapse of the permit.
EIA request initiated
The developer must prove to the grid operator that it has filed the request to start the environmental impact assessment with the competent environmental authority.

The developer must prove that the environmental assessment procedure has concluded with the Environmental Impact Statement (DIA) or equivalent environmental report.

Grid access and connection
Transmission grid vs. distribution grid
The transmission grid (voltage ≥ 220 kV) is managed by REE (Red de Transporte). The distribution grid (<220 kV) is managed by zonal distributors (Endesa, Iberdrola, Naturgy, E-Redes, etc.). The connection point determines who grants the permits and which regulations apply.
Application process: access first, then connection
The process begins with the access permit application to the grid operator. Once access is obtained, the connection permit is requested, which sets the technical and economic conditions. Both permits are governed by RD 1183/2020 and CNMC Circular 5/2019.
Node saturation and available capacity
The grid is organised into nodes with limited access capacity. Many nodes in the peninsular system are saturated or have conditioned capacity. Obtaining an access permit at a node with available capacity is today the main bottleneck for renewable project development in Spain.

Milestones are progress accreditations that developers must submit within set deadlines to keep their grid access and connection permits valid. The most critical are: milestone 5 (EIA request filed), milestone 8 (DIA obtained) and milestone 10 (commissioning). Missing any of them results in automatic lapse of the access permit, forcing the developer to restart the procedure from scratch.
What is the difference between the access permit and the grid connection permit?
The access permit recognises the right to feed energy into the grid at a given point and capacity. The connection permit governs the technical and economic conditions of the physical connection. Both are processed sequentially under RD 1183/2020. The access permit is the hardest to obtain due to capacity saturation at many nodes: losing it through missed milestones has very serious economic consequences.
Can a solar farm be installed on rural land in Spain?
In most regions, yes, but it requires special authorisation on public or social interest grounds processed before the competent regional department. Some regional renewable energy master plans enable specific land categories. Compatibility with agricultural uses (agrivoltaics) is being regulated inconsistently across regions. The land's planning classification must be analysed from the project's earliest stages.
